Indexing Service (cisvc) service is not running.

Goto Start-> Run-> Type services.msc ->You will find services in that look for Indexing Service it might be stopped start it.

Important

Not able to Open Microsoft site?

 First Method:
 Goto Start-> Run-> Type services.msc ->You will find services in that look for DNS Client and Stop it.

Second Method:
If not opening in IE Browser
In Browser Tools -> Internet options -> Security Tab -> Select Trusted Site and add the site in that and add it.
